First-time home buyers are priced out of housing, in part, because the supply of smaller homes doesn’t meet demand. Larger homes are more profitable for developers, so they tend not not build small homes, and the legislature has also prevented changing restrictive zoning laws that prevent smaller lot sizes. I will work to incentivize development of smaller homes and put guard rails on zoning laws producing sub-optimal outcomes for the state as a whole by ensuring new developments include set asides for smaller homes. The legislature has a role to provide localities guidance to ensure affordable housing for all including:

• Ensuring Utah tax code does not incentivize investors to compete with new home buyers in the starter home market through tax advantages that crowd out new home buyers.

• Increasing rental transparency so renters and communities know who owns properties to prevent market manipulation.​
