After college, Dave followed his dad into the Air Force and spent the next twenty years using his engineering degrees to manage research &amp; development and logistics for USAF aircraft and related systems. His assignments included work in two Air Force product development centers, two logistics centers, and a staff officer for a four star major command. His responsibilities included planning, budgeting, and project oversight to ensure new aircraft and modified systems became operational.Dave completed active duty in the Ogden Air Logistics Complex at Hill AFB in Utah, supporting F-16 fighter and A-10 attack aircraft - including certification as an aircraft battle damage engineer for these aircraft.<img src="https://run.imgix.net/a7913a0f-9e2b-45a1-ac74-7f826e4c0bbd/abf4ff6d-fdda-43e9-b5ef-640c26bec457/abf4ff6d-fdda-43e9-b5ef-640c26bec457.jpg?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C2353%2C2429&amp;w=1500" alt="" caption="" align="right" alignwidth="40" tiltdirection="left" variant="framed">After active duty, he joined a not for profit research institute and continues to support the Air Logistics Complex and Air Force by managing engineering services and research for various systems offices and aircraft logistics units - particularly with the goal of extending the life of systems and aircraft.

He was a Boy Scouts of America trained scoutmaster in Ohio, Texas and Utah. He coached youth soccer in Virginia and Utah; he also officiated youth soccer in Utah.In the Air Force, he was selected as the Hill AFB voting officer during a time of intense political interest in military absentee ballots. In this "extra duty" he oversaw voter information programs for every unit assigned to the base to ensure over 5,000 military personnel and their spouses had access to their state ballots. He reported directly to the center vice-commander and even provided a progress update directly to a visiting undersecretary of the Air Force.After active duty, he served on the board of an Air Force Association chapter that supports active duty and veteran Air Force personnel as well as the Ogden Veterans Home. He also started attending the neighborhood republican caucus in Davis County and was elected a county delegate. HB 503 was sponsored by Katy Hall, R, the current House District 11 representative. "Hall, the bill’s sponsor, is a registered nurse, according to her own<a href="https://disclosures.utah.gov/Search/PublicSearch/ViewConflictOfInterest?year=01%2F04%2F2025%2022%3A57%3A00&amp;sooId=1414954" target="_blank" rel="noopener noreferrer"> disclosures</a>, and her husband is a doctor who owns shares in two Utah surgical centers and sits on the board of another regional medical center."

Calder Points to HB 503 as an Example of a Self-Serving Legislature

Utah needs a legislature that stands up to Trump and his self-serving authoritarian motives. From <a href="https://www.politico.com/news/2025/08/27/trump-utah-redistricting-ruling-00532668" target="_blank" rel="noopener noreferrer">Politico</a> :"President Donald Trump attacked the Utah judge who ordered the state to redraw its congressional maps ahead of the 2026 midterms — a decision that could result in less favorable districts for Republicans in the deeply red state.Trump, who sparked a redistricting battle after demanding that Texas redraw its political boundaries to favor Republicans ahead of the midterms, called Monday’s ruling “absolutely unconstitutional” and urged his party to preserve the state’s four GOP-majority districts."These are attacks on the rule of law.

One of the bills sponsored by the GOP will weaken the voter initiative process and appears to be a direct result of the GOP's attempt in the legislature to roll back Proposition 4 that eliminates Congressional District Gerrymandering. <a href="https://utahnewsdispatch.com/2026/01/29/utah-state-bar-alarmed-bills-weaken-judiciary-independence/" target="_blank" rel="noopener noreferrer">From Utah News Dispatch</a> "When lawmakers are unhappy with constitutional rulings, this bill gives them a way to change the forum, redirect cases, and shape the process by which their own laws are reviewed and decided,” Kimball told the committee. “That is not separation of powers. That is power protecting itself.”

"<a href="https://utahnewsdispatch.com/2026/01/29/utah-state-bar-alarmed-bills-weaken-judiciary-independence/" target="_blank" rel="noopener noreferrer">Utah lawmakers on Wednesday advanced three bills impacting the courts</a> despite objections from legal professionals concerned that legislators are moving rapidly to enact major structural changes that could “weaken” the courts’ independence while pumping millions toward changes the judiciary doesn’t support."

As the <a href="https://gardner.utah.edu/blog/blog-age-sex-race-and-ethnicity-estimates-release-from-the-census-bureau/" target="_blank" rel="noopener noreferrer">nation and Utah become more racially and ethnically diverse</a>, I will fight GOP attacks that leave our colleges and universities unprepared to serve<a href="https://www.equityinhighered.org/wp-content/uploads/2024/05/REHE2024_Exec_Summary.pdf" target="_blank" rel="noopener noreferrer"> our students</a> for a global marketplace.

SB 174 endangers maternal and infant health - researchers have identified consequences of a similar <a href="https://medicalxpress.com/news/2025-12-maternal-infant-health-texas-abortion.html" target="_blank" rel="noopener noreferrer">Texas </a>law: "In the more than four years since the state of Texas significantly restricted access to abortion, medical researchers have been studying the health effects of that policy change."<ul><li>Outcomes worsened for women who experienced pregnancy loss and other serious complications in their pregnancies.</li><li>Women whose babies were diagnosed with severe birth defects also experienced higher rates of adverse outcomes in their pregnancies.</li><li>More babies are being born with congenital defects, and neonatal and infant mortality rates have increased.</li><li>After Texas banned abortion in cases where embryonic cardiac activity could be detected, Texas saw a 12.9% increase in infant deaths, compared with 1.8% for the rest of the country.</li><li>Infant deaths attributed to congenital anomalies in 2022 jumped by almost 23% in Texas, suggesting that more pregnancies that previously would have ended in termination were being carried to term."</li></ul>I support a women's right to decide what is best for her and her family regarding access to healthcare

I will work to repeal SB 174, the "trigger ban" passed by the legislature in 2020 and currently blocked by an Utah Supreme court injunction. This law is a threat to women's health as it is designed to outlaw abortion in Utah at any point in pregnancy.

Maintain Reproductive Health

Washington Terrace resident Dave Calder, Democrat, announced he will file this week to run for Utah's House District 11. He stated:"More Utahns want the legislature to implement Democratic values, such as fair congressional redistricting. They deserve a legislature willing to stand up to Donald Trump.I'm in it to win it - the last time a Democrat ran for this seat was in the 2020 presidential election and they received 40% of the vote. In the prior 2018 election, a non-presidential election year, the Democratic candidate received 45%. That is a great position to start from going into this year. The mood of Utah has changed and in a non-presidential election year with an unpopular GOP we and District 11 will win."Besides congressional redistricting, Calder's campaign website lists priorities such as maintaining Utah's mail-in ballot system, addressing rising housing costs, and opposition to SB 174, the "trigger ban" passed by the legislature in 2020, that would outlaw abortion in Utah at any point in pregnancy, with only extremely limited exceptions, and criminalize health care providers.Calder, an Air Force veteran, completed his last active duty assignment at Hill AFB. Dave Calder Announces Run for Utah's House District 11

In 2018, Utah voters chose to eliminate congressional district gerrymandering. The GOP dominated legislature has fought against this ever since - to include attacking courts for carrying out the law.<ul><li>The Utah Supreme Court stated "We hold that the people’s right to alter or reform the government through an initiative is constitutionally protected from government infringement, including legislative amendment, repeal, or replacement of the initiative in a manner that impairs the reform enacted by the people." Amen.</li><li>Billionaires now <a href="https://www.forbes.com/sites/maryroeloffs/2026/03/09/the-huge-billionaire-election-influence-in-numbers-nearly-one-fifth-of-all-donations/" target="_blank" rel="noopener noreferrer">fund one-fifth of our elections</a>. Fair boundaries will help connect government to the interests of the people.</li></ul>I will fight against any effort by the legislature to overturn Proposition 4.

Voter enacted Proposition 4 prohibits the legislature from gerrymandering congressional districts. The Utah Trump supporting GOP has fought against implementing this voter mandated law for seven years. I will fight the GOP legislature's attempts to reverse the will of the people.

Protect the Voter Mandate for Fair Elections

I Stand with LGBTQ communities

Every Utahn should have quality medical care regardless of employer, medical history or income. Medicare expansion for all is <a href="https://peri.umass.edu/wp-content/uploads/joomla/images/publication/Medicare-For-All-12-5-18.pdf" target="_blank" rel="noopener noreferrer">doable and cost effective</a>. I support making <a href="https://utahcares.health/" target="_blank" rel="noopener noreferrer">Utah Cares</a> happen.</li></ul>

Vote-by-mail is vital to voter accessibility and it decreases the costs of our elections.<ul><li>I will fight against legislation designed to lower voter turnout, especially in rural areas, and the associated increased costs.</li><li>I will work to increase vote-by-mail security without jeopardizing voter access.</li></ul>

Protect Vote by Mail

<ul><li>Let's make sure Utah's public infrastructure budget supports living wages. I will support the establishment of area standard wages for <a href="https://www.stgeorgeutah.com/news/standard-wage-bill-aims-to-boost-utah-economy-worker-training/article_3062fdcc-fc2e-4b5e-a66d-14856b6d635f.html" target="_blank" rel="noopener noreferrer">publicly funded construction</a>. This makes local construction firms more competitive than outsiders who low-ball bids by shorting worker pay.</li><li>Bring transparency to <a href="https://www.pbs.org/newshour/show/how-online-retailers-are-using-ai-to-adjust-prices-by-mining-your-personal-data" target="_blank" rel="noopener noreferrer">predatory pricing practices</a> where corporations are using your personal data to set prices</li><li>I will work to eliminate disincentives for energy efficient transportation</li></ul>

Wages and Prices

The Trump administration is trampling the constitution in its attempt to establish authoritarian rule. It has been openly racist towards people of color - regardless of their immigration status. This includes wrongfully detaining American citizens for days. Utah should not be the state that cuts the thread holding the constitution together.<ul><li>I will fight against mandates for Utah law enforcement officers to support ICE as long as ICE continues to violate the constitution and racially target people, citizens or not.</li><li>I oppose Governor Cox's efforts to bring an ICE detention center to Utah. Utah does not need another <a href="https://www.nps.gov/places/central-utah-relocation-center-site.htm" target="_blank" rel="noopener noreferrer">Topaz Interment camp</a>.</li></ul>

Utah should not be supporting an agency that ignores constitutional protections for its citizens and residents. I will fight against mandates for law enforcement officers to support ICE as long as it continues to violate the constitution and racially target people, citizens or not. I also oppose Governor Cox's efforts to get an ICE detention center placed in Utah.
